In theory yes, but if the engine was idling into the water some engines would only need the water to be shot out through the spark plug holes. It may not run right but it could still run, look on davids farm for hydrolocked van. He actually gets it to run after being hydrolocked and after it being seized on the crank shaft. Hes amazing
